Dr. Kait Brennan is the Founder and Principal of KB Strategies LLC, a woman-owned government relations, public policy, grants, and strategy consulting firm based in Pittsburgh with a Washington, DC practice and a national client portfolio.

Kait began her career as a special education teacher in urban schools. That experience still anchors her work today: policy is only useful if it can be implemented in a real classroom, organization, and community. She earned her PhD in Special Education from the University of Pittsburgh as an OSEP-funded scholar and went on to build a career at the intersection of education and disability policy, public funding, advocacy, and organizational strategy.

At the federal level, Kait serves as Policy Advisor to the Teacher Education Division of the Council for Exceptional Children, working with congressional offices, federal agencies, researchers, educators, and advocates on education, disability, workforce, and personnel preparation policy. She has held national coalition leadership roles, serves on nonprofit boards, and authors the Washington Update, a federal policy briefing for educators and advocates across the country. In 2026, she received the Teacher Education Division Distinguished Leadership Award.

Her work extends well beyond Washington. Kait advises schools, associations, community colleges, nonprofits, cultural institutions, youth-serving organizations, and coalitions on the public and philanthropic funding, partnerships, messaging, and policy strategy required to move complex work forward. Across her career, she has supported organizations responsible for more than $100 million annually in public and philanthropic funding.
